Not so sure about that. Depends on the state and which department.

For example, getting a driver's license in Connecticut was a nightmare, long wait times and over crowded and understaffed.

California, not too bad.

But the west coast of Florida? Brand new DMV no lines, friendly staff, 15-20 minutes tops, in and out. In addition, it had the longest validation period of the 3.

France on the other hand, well, getting your driver's license... Let's just say that even for the French it's a huge hassle.

If you're a foreigner, add in extra paperwork, translations and notarization, plus the language issue...
