Totally agree with you on Paris, although I speak French and personally have never had any problems when I've visited.

It's museums and historical places are truly spectacular! No doubt.

But many tourists have had worse problems visiting the city than I ever have and I think that comes down to a matter of expectations.

If I were to recommend visiting Paris to those who "must", then it would be to go in the off season, preferably at the beginning of Spring or at the end of Fall.

And to remember that they are tourists in a modern city with all the good and bad that entails, so be extra aware of your surroundings and especially cautious with your belongings. "Better safe than sorry..."
